This statement isn’t completely false, but it’s not completely true either! A wagging tail usually means a dog is happy. However, dogs also wag their tails when they are agitated, frightened, or even aggressive. So, before approaching an unfamiliar dog, make sure he really is in a friendly mood by checking out other indicators too and, more importantly, by asking his owner!
